Why do we have a low regard for cleanliness especially when it comes to public toilets?

This comments is actually for the dept of tourism. with all the mall sprouting like a mushroom in the philippines, why is it that they can improve all the public facilities? bathroom had no toilet papers, no paper towel, but there is somebody watching, crew are watching inside.its dissgusting specialy for the tourist that don't know you have to bring some toilet paper. I have an experience and I was so mad.Go to Japan and they take care of their facility real good everything that you need is there. Philippines secretary of tourism, mall owner, tourist are pouring their $ at home give them some consideration check your facility especialy in cebu, bohol and Manila.
maybe because people here do not like cleaning bathrooms. It is the least desirable chore. I work in the hospitality industry, and unless you attach this to performance, they will not do it well. (frustration!)
